Metering every account
A new email joins the same meter. It does not start a new one.
One meter per person
Every account on a device feeds the same total, so a new email does not start a new allowance.
Your rule
Set the cap, the window and the length of the pause. For example, 500 credits in 4 hours, then a 4-hour pause.

When the pause ends, use can continue. Nobody is locked out for good unless you decide so.

When a device reaches your cap, the next gate check says to wait, and says when to come back. After the pause, use can continue. Light, steady users never see any of it.
